Questions

Does "looks free" mean I can have it?

Not for sure. Someone can register a name at any time, and some names are reserved. A registrar confirms it when you buy.

How do you check?

For .com, .net and .org we ask the official registry records. For .ph there are no such records to ask, so we look the name up on the internet, which is less certain.

Can I buy the name here?

Not here. A website built by VenderIT comes with your domain free for the first year.
